“Homelessness” is the title of the 12th and final program in a series of programs on Community Television of Santa Cruz County called “The War On Poverty in the 21st Century”. Produced by Community Television and the Community Action Board of Santa Cruz County, Inc.

The number of people in Santa Cruz County who have been homeless in the past year has increased significantly according to a report produced by Applied Survey Research for the United Way.   Released last November and called the Community Assessment Project Comprehensive Report Year 8 it documents the results of many questions asked through phone interviews with hundreds of currently housed Santa Cruz County residents.

The question was asked, “Have you been without a home locally in the last year?”

In 2001 1.5% answered yes.  In 2002 the number more than doubled to 3.2%.  We can project that the number of people who are currently housed who were homeless at some time during the past year was over 8,000 people.  If we add to that number the 3,000 people who were homeless at the time of the survey and so were not counted we can estimate that over 11,000 people may have been homeless at some point, in Santa Cruz County, last year.

In this episode we are going to talk about homelessness and a remarkable new Five Year Strategic Plan that works to create real solutions to the problem of homelessness.

Tony Gardner, J.D., is the Assistant Director at Homebase a public policy law firm on homelessness.  In addition to providing technical assistance to the Continuum of Care Working Group that developed the Strategic Plan in Santa Cruz County, Mr. Gardner provided similar expert guidance to Alameda County, San Francisco, the City of Oakland, and the Monterey County Continuum of Care planning processes.  http://www.homebaseccc.org

Nora Krantzler, PhD, MPH, is a Senior Analyst at the County of Santa Cruz Human Resources Agency responsible for homeless programs for past 3 years.  Dr. Krantzler has been with HRA for a total of about 10 years and has an educational background in anthropology and public health. She has been assigned by the county to move the Strategic Plan forward. http://www.hra.co.santa-cruz.ca.us/

Ken Cole is the Executive Director Homeless Services Center in Santa Cruz.  For more than two decades he has been on the front line of service delivery to homeless people.  The Homeless Services Center provides Emergency Shelter, Transitional Shelter, a homeless community resource center and a family respite center.  Plans are under way to build a new Family Shelter for 27 households.  Ken also participated in the development of the Strategic Plan on Homelessness. www.scshelter.org
